SB 684 which basically states that the local governmental body must approve unit up to 10 units of housing without discretionary review or a hearing, a parcel map or a tentative and final map for a housing development project.

At the moment, SB 684 does not apply to single family zones and only applies to zones for multifamily housing.
That is only because the provision to included single family zoning was removed late in the final approval.
The primary operative provisions of the law do not take effect until July 1, 2024.
There are still groups out there that want more.

They end their article with a statement “We hope that next year, Assembly leadership will choose to advocate for legislation that helps communities of color access the economic, health, and educational benefits available in higher-opportunity, single-family neighborhoods.”
In my opinion, their final statement has very little to do with housing but more with the failing of their local governing body not the people that have worked hard to own a single family home, so as to have a better life.
The communities referred to in their article should go after their local governing body to give them a better health, and educational system and raise the standards of their communities.
